A number of factors are considered for promotions: time in service, time in current rank, military and civilian education, character, job competence, awards, deployability and positions available at the rank to be promoted to. The STPA program controls enlisted promotions to E-5 and above. If you have questions about your career progression, talk to your chain of command.
